1. PURPOSE
Internal Affairs protects the integrity of the department by reviewing complaints, misconduct, force concerns, corruption allegations, and policy violations.
2. COMPLAINT SOURCES
Complaints may come from:
A. Civilians.
B. Deputies.
C. Supervisors.
D. Other agencies.
E. Server staff.
F. Video evidence.
G. Reports or logs.
3. COMPLAINT PROCESS
A complaint should include:
A. Involved member.
B. Date/time.
C. Scene location.
D. Description of issue.
E. Evidence if available.
F. Witnesses.
4. INVESTIGATION STEPS
IA may:
A. Review reports.
B. Interview involved members.
C. Interview witnesses.
D. Review video/screenshots.
E. Review Discord/radio logs.
F. Make findings.
5. FINDINGS
A complaint may be:
A. Sustained - violation occurred.
B. Not sustained - insufficient evidence.
C. Exonerated - action occurred but was lawful/policy-compliant.
D. Unfounded - allegation did not occur.
6. DISCIPLINE MATRIX
Possible discipline includes:
A. Counseling.
B. Verbal warning.
C. Written warning.
D. Remedial training.
E. Suspension.
F. Removal from specialized unit.
G. Demotion.
H. Termination.
I. Blacklist recommendation for severe misconduct.
7. SUSPENSION POLICY
Suspension may be used when misconduct is serious or investigation is pending. Suspended members may not patrol unless authorized.
8. TERMINATION STANDARDS
Termination may be appropriate for:
A. Corruption.
B. Dishonesty.
C. Harassment.
D. Severe abuse of power.
E. Repeated serious violations.
F. Major server rule violation.
G. Leaking confidential information.
9. APPEALS
Members may appeal discipline through the chain of command unless the discipline was issued by server staff or final executive authority. Appeals must be professional and evidence-based.
